The Story

It was introduced on February 5, 1991 and referred to the House Environment and Agriculture committee. The committee held a public hearing on February 25, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 10–3. On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 19, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 1991 and was referred to the Senate Environment committee. The committee held a public hearing on April 17, 1991. The committee recommended that the Senate pass it with changes. On May 16, 1991 the Senate voted to pass it with changes on a voice vote. On May 21, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 28, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 253 of the session laws. It took effect on June 10, 1991. The bill was enrolled on June 11, 1991 — the final check of the text before it goes to the governor.
