The Story

The majority of the committee recommended that the House pass it unanimously, 16–0. On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 19, 1991 the House adopted “Special Order to 03/20/1991 at 10:30” on a voice vote. On March 20, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 1991 and was referred to the Senate Environment committee. The committee held a public hearing on April 17, 1991. The committee recommended that the Senate pass it with changes. On May 16, 1991 the Senate voted to pass it with changes on a voice vote. On May 21, 1991 the House voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 11, 1991.
