On March 7, 1991 the House voted to pass it with changes. It crossed to the Senate on March 7, 1991 and was referred to the Senate Transportation committee. The committee held a public hearing on March 19, 1991. The committee recommended that the Senate pass it with changes. On April 30, 1991 the Senate voted to pass it with changes on a voice vote. On May 9, 1991 the House voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on a voice vote on May 21, 1991.
