It was introduced on February 5, 1991 and referred to the House Appropriations committee. The committee held a public hearing on March 7, 1991. The majority of the committee recommended that the House pass it by a vote of 15–4. On April 9, 1991 the House voted to pass it on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Finance committee. The committee held a public hearing on May 2, 1991. The committee recommended that the Senate pass it with changes. On May 29, 1991 the Senate voted to pass it with changes on a voice vote. On May 29, 1991 the House voted to reject the other chamber's changes. On May 29, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 5, 1991, June 6, 1991, June 10, 1991 and June 18, 1991 to try to settle the differences between the two chambers' versions of the bill. On June 26, 1991 the Senate adopted “Conference Committee Report” on a roll call 20–2. On June 27, 1991 the House adopted “Suspend Rules for nongermane am”, on a motion by Rep. Gross. The bill was enrolled on June 27, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 378 of the session laws. It took effect on July 1, 1991.
