The Story
It was introduced on February 5, 1991 and referred to the House Public Works committee. The committee held a public hearing on February 26, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 12–4. On March 7, 1991 the House voted to pass it with changes on a voice vote, then referred it on to the House Ways and Means committee. The committee held a public hearing on March 14, 1991. The majority of the committee recommended that the House pass it unanimously, 17–0. On March 26, 1991 the House voted to pass it on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 30, 1991. The committee recommended that the Senate pass it with changes. On May 16, 1991 the Senate voted to pass it with changes on a voice vote. On May 21, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 29, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 249 of the session laws. It took effect on June 10, 1991.
