HB 649-FN (1991)

relative to the cigarette tax.

  • Status: Vetoed, override failed
  • Term: 1991-1992
  • House committee: Ways and Means
  • Senate committee: Ways and Means
  • Subject: Taxes - State

The Story

It was introduced on February 5, 1991 and referred to the House Ways and Means committee. The committee held a public hearing on February 26, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 16–3. On April 2, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Ways and Means committee. The committee held a public hearing on May 9, 1991. The committee recommended that the Senate kill it. On May 29, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on June 11, 1991 — the final check of the text before it goes to the governor. The governor vetoed it on June 18, 1991. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 1991 the House voted 123–220 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
