The Story
It was introduced on February 5, 1991 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 21, 1991. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it. It crossed to the Senate on March 28, 1991 and was referred to the Senate Executive Departments committee. The committee held a public hearing on April 30, 1991. The committee recommended that the Senate pass it. On May 21, 1991 the Senate voted to pass it on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 20, 1991. These correct technical errors found after passage. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 377 of the session laws. It took effect on August 31, 1991.
