The Story
It was introduced on February 5, 1991 and referred to the House Ways and Means committee. The committee held a public hearing on February 27, 1991. The committee held a work session on March 14, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 19–0. On April 2, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 18, 1991 and was referred to the Senate Capital Budget committee. The Senate withdrew that referral and sent the bill to the Finance committee instead. The committee held a public hearing on May 7, 1991. The committee recommended that the Senate pass it. On May 29, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on June 13, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 28, 1991, making it Chapter 335 of the session laws. It took effect on July 1, 1991.
