The Story

It was introduced on February 5, 1991 and referred to the House Transportation committee. The committee held a public hearing on February 21, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 7, 1991. On March 7, 1991 the House adopted “Special Order to 03/13/1991” on a voice vote. On March 13, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 1991 and was referred to the Senate Transportation committee. The committee held public hearings on March 26, 1991 and April 10, 1991. The committee recommended that the Senate pass it. On April 30, 1991 the Senate adopted “Recommit” on a voice vote. The committee recommended that the Senate pass it with changes. On May 9, 1991 the Senate voted to pass it with changes on a voice vote. On May 16, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 28, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 5, 1991, making it Chapter 207 of the session laws. It took effect on January 1, 1992.
