HB 607 (1991)

permitting actions for damages resulting from violations of workers compensation laws by bidders on construction contracts, relative to tort immunity for self-insured pools and increasing the size of the compensation appeals board.

  • Status: Signed into law
  • Term: 1991-1992
  • House committee: Labor, Industrial and Rehabilitative Services
  • Senate committee: Insurance
  • Subject: Employment
  • Chapter law: 376

The Story

It was introduced on February 5, 1991 and referred to the House Judiciary committee. The House withdrew that referral and sent the bill to the Labor, Industrial and Rehabilitative Services committee instead. The committee held a public hearing on March 6, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 12–1, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Insurance committee. The committee held a public hearing on April 17, 1991. The committee recommended that the Senate pass it with changes. On May 2, 1991 the Senate voted to pass it with changes on a voice vote. On May 16, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Suspend Rules for nongermane am”, on a motion by Rep. Dow. On June 12, 1991 the House voted to adopt it on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 20, 1991. These correct technical errors found after passage. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 376 of the session laws. It took effect on January 1, 1992.
