HB 603-FN (1991)

to establish a mandates task force to recommend modification or repeal of those unfunded mandates imposed upon municipalities and school districts.

  • Status: Became law unsigned
  • Term: 1991-1992
  • House committee: Legislative Administration
  • Senate committee: Executive Departments
  • Subject: Miscellaneous
  • Chapter law: 389

The Story

It was introduced on February 5, 1991 and referred to the House Legislative Administration committee. The majority of the committee recommended that the House pass it with changes unanimously, 10–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Executive Departments committee. The committee held a public hearing on April 24, 1991. The committee recommended that the Senate pass it. On May 21, 1991 the Senate voted to lay it on the table on a voice vote. On May 21, 1991 the Senate adopted “Take from Table” on a voice vote. On May 21, 1991 the Senate voted to pass it with changes on a voice vote. On May 28, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 20, 1991. These correct technical errors found after passage. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 389. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
