The Story

It was introduced on February 5, 1991 and referred to the House Ways and Means committee. The majority of the committee recommended that the House pass it by a vote of 13–4. On February 12, 1991 the House adopted “Recommit” on a division vote 237–133. The majority of the committee recommended that the House pass it with changes by a vote of 13–6. On February 21, 1991 the House voted to pass it on a roll call 181–166. It crossed to the Senate on March 5, 1991 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 14, 1991. The committee recommended that the Senate pass it with changes. On March 19, 1991 the Senate voted to pass it with changes on a voice vote. On March 19, 1991 the House voted to reject the other chamber's changes on a voice vote. On March 19, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On March 21, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On March 26, 1991 the House adopted “Conference Committee Report” on a roll call 278–71. The bill was enrolled on March 28, 1991 — the final check of the text before it goes to the governor. The governor signed it on March 28, 1991, making it Chapter 5 of the session laws. It took effect on March 28, 1991.
