The Story
It was introduced on February 5, 1991 and referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on March 7, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Insurance committee. The committee held a public hearing on April 10, 1991. The committee recommended that the Senate pass it with changes. On April 30, 1991 the Senate voted to pass it with changes on a voice vote. On May 9, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 15, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 13, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 28, 1991, making it Chapter 330 of the session laws. It took effect on January 1, 1992.
