The Story

It was introduced on February 5, 1991 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 25, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 12–3. On March 19, 1991 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on March 25, 1991. The committee voted 14–3 to recommend that the House pass it with changes. On April 9, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Insurance committee. The committee held a public hearing on April 24, 1991. The committee recommended that the Senate pass it. On May 21, 1991 the Senate voted to lay it on the table on a voice vote. On May 29, 1991 the Senate adopted “Take from Table” on a voice vote. The Senate withdrew that referral and sent the bill to the Finance committee instead. On June 27, 1991 the Senate adopted “Suspend Rules to consider”, on a motion by Sen. Hough. On June 27, 1991 the Senate voted to pass it with changes on a voice vote.
