The Story
It was introduced on February 5, 1991 and referred to the House Children, Youth and Juvenile Justice committee. The committee held a public hearing on February 20, 1991. The committee held work sessions on February 28, 1991 and March 5, 1991. The committee held a public hearing on March 6, 1991. The majority recommended that the House pass it with changes, and the minority recommended that the House send it back to committee, by a vote of 10–6. On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 20, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 1991 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on April 3, 1991. The committee recommended that the Senate kill it. On May 15, 1991 the Senate voted to pass it with changes on a voice vote. On May 16, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 21, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 28, 1991, making it Chapter 192 of the session laws. It took effect on May 28, 1991.
