The Story
It was introduced on February 5, 1991 and referred to the House State Institutions and Housing committee. The committee held a public hearing on February 20, 1991. The majority of the committee recommended that the House kill it by a vote of 12–2. On March 20, 1991 the House adopted “Special Order to 03/21/1991”. On March 21, 1991 the House voted to kill it on a voice vote.
