The Story

It was introduced on February 5, 1991 and referred to the House Constitutional and Statutory Revision committee. The committee held a public hearing on February 20, 1991. The majority of the committee recommended that the House pass it unanimously, 11–0, and the report was placed on the consent calendar. On March 6, 1991 the House voted to pass it. It crossed to the Senate on March 7, 1991 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 28, 1991. The committee recommended that the Senate pass it with changes. On May 21, 1991 the Senate voted to pass it with changes on a voice vote. On May 28, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 20, 1991. These correct technical errors found after passage. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 370 of the session laws. It took effect on August 31, 1991.
