On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 19, 1991 the House voted to pass it. It crossed to the Senate on March 28, 1991 and was referred to the Senate Environment committee. The committee held a public hearing on April 10, 1991. The committee recommended that the Senate pass it. On April 18, 1991 the Senate voted to pass it on a voice vote.
