It was introduced on February 5, 1991 and referred to the House Judiciary committee. The committee held a public hearing on February 21, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 11–2. On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 19, 1991 the House adopted “Special Order to 03/20/1991 at 11:10” on a voice vote. On March 20, 1991 the House rejected a motion to send it back to committee on a roll call 38–300, on a motion by Rep. Gary Daniels. On March 20, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 1991 and was referred to the Senate Judiciary committee.
