HB 451-FN (1991)

relative to the licensing of residential care and health facilities and establishing a study committee on the Patients' Bill of Rights.

  • Status: Signed into law
  • Term: 1991-1992
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Public Institutions, Health and Human Services
  • Subject: Public and Mental Health
  • Chapter law: 365

The Story

It was introduced on February 5, 1991 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 26, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on April 3, 1991. The committee recommended that the Senate pass it with changes. On May 15, 1991 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 21, 1991 the Senate voted to pass it on a voice vote. On May 29, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 20, 1991. These correct technical errors found after passage. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 365 of the session laws. It took effect on January 1, 1992.
