The Story

The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Environment committee. The committee held a public hearing on April 17, 1991. The committee recommended that the Senate pass it. On May 9, 1991 the Senate voted to pass it on a division vote 13–4. The bill was enrolled on May 9, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 20, 1991, making it Chapter 140 of the session laws. It took effect on May 20, 1991.
