It crossed to the Senate on March 28, 1991 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on April 10, 1991. The committee recommended that the Senate pass it. On April 18, 1991 the Senate voted to pass it on a voice vote. An enrolled bill amendment () was adopted on a voice vote on April 25, 1991.
