The Story

It was introduced on January 3, 1991 and referred to the House Public Works committee. The committee held a public hearing on February 27, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 16–0. On March 7, 1991 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on March 18, 1991. The majority of the committee recommended that the House pass it unanimously, 22–0. On April 2, 1991 the House voted to pass it on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Capital Budget committee. The committee held public hearings on April 18, 1991 and May 1, 1991. The committee recommended that the Senate pass it. On May 16, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on May 28, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 232 of the session laws. It took effect on June 10, 1991.
