The Story

It was introduced on January 3, 1991 and referred to the House Municipal and County Government committee. The committee held public hearings on February 21, 1991 and February 28, 1991. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it. It crossed to the Senate on March 28, 1991 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 4, 1991. The committee recommended that the Senate pass it. On April 9, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on April 16, 1991 — the final check of the text before it goes to the governor. The governor signed it on April 19, 1991, making it Chapter 25 of the session laws.
