The Story
It was introduced on January 3, 1991 and referred to the House Regulated Revenues committee. The House withdrew that referral and sent the bill to the Ways and Means committee instead. The committee held a public hearing on February 27, 1991. The majority of the committee recommended that the House pass it by a vote of 14–5. On April 2, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 25, 1991. The majority recommended that the Senate pass it with changes, and the minority recommended that the Senate pass it with changes. On May 29, 1991 the Senate voted to pass it with changes on a voice vote. On May 29, 1991 the House voted to reject the other chamber's changes. On June 5, 1991 the House adopted “Reconsider” on a voice vote, on a motion by Rep. D. Sytek. The bill was enrolled on June 12, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 20, 1991, making it Chapter 292 of the session laws. It took effect on June 20, 1991.
