The Story

It was introduced on January 3, 1991 and referred to the House Judiciary committee. The committee held a public hearing on February 27, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 14–0. On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 19, 1991 the House adopted “Special Order to 03/20/1991 at 11:00” on a voice vote. On March 20, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 1991 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 17, 1991. The majority recommended that the Senate pass it, and the minority recommended that the Senate pass it with changes. On April 25, 1991 the Senate adopted “Special Order to 04/30/1991” on a voice vote. On April 30, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on May 2, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 13, 1991, making it Chapter 75 of the session laws. It took effect on January 1, 1992.
