The Story

It was introduced on February 21, 1991 and referred to the House Public Works committee. The majority of the committee recommended that the House pass it with changes unanimously, 11–0. On March 21, 1991 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on March 27, 1991. The committee voted 19–2 to recommend that the House pass it with changes. On April 9, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Capital Budget committee. The committee held public hearings on April 23, 1991 and April 25, 1991. The committee recommended that the Senate pass it with changes. On May 28, 1991 the Senate voted to pass it with changes on a roll call 21–2. On May 29, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 6, 1991 to try to settle the differences between the two chambers' versions of the bill. On June 20, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 20, 1991 the House adopted “Conference Committee Report” on a roll call 165–122. An enrolled bill amendment () was adopted on a voice vote on June 26, 1991. These correct technical errors found after passage.
