The Story
It was introduced on January 3, 1991 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 13, 1991. The majority of the committee recommended that the House pass it by a vote of 16–1, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it. It crossed to the Senate on March 28, 1991 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 11, 1991. The committee recommended that the Senate pass it. On May 2, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on May 9, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 14, 1991, making it Chapter 113 of the session laws. It took effect on July 13, 1991.
