The Story

The majority of the committee recommended that the House pass it with changes by a vote of 13–5. On March 26, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Ways and Means committee. The committee held a public hearing on May 2, 1991.
