On April 30, 1991 the Senate adopted “Recommit” on a voice vote. The committee recommended that the Senate pass it with changes. On May 21, 1991 the Senate voted to pass it with changes on a voice vote. On May 28, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate voted to lay it on the table on a voice vote. On June 12, 1991 the Senate adopted “Take from Table” on a voice vote. On June 12, 1991 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On June 12, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 13, 1991 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 14, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 28, 1991, making it Chapter 319 of the session laws.
