On March 5, 1991 the House voted to pass it with changes, then referred it on to the House Appropriations committee. The committee held a public hearing on March 18, 1991. The committee voted 19–1 to recommend that the House pass it. On April 9, 1991 the House voted to pass it on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 30, 1991. The committee recommended that the Senate pass it. On May 16, 1991 the Senate voted to pass it on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 11, 1991.
