The Story

It was introduced on January 3, 1991 and referred to the House Public Works committee. The committee held public hearings on February 13, 1991 and February 21, 1991. The majority of the committee recommended that the House pass it by a vote of 9–7. On March 7, 1991 the House voted to pass it on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on March 18, 1991. The committee voted unanimously, 21–0, to recommend that the House pass it with changes. On April 9, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 30, 1991. The committee recommended that the Senate pass it with changes. On May 16, 1991 the Senate voted to pass it with changes on a voice vote. On May 21, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 28, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 13, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 28, 1991, making it Chapter 318 of the session laws. It took effect on June 28, 1991.
