The Story

It was introduced on January 3, 1991 and referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on February 14, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Banks committee. The committee held a public hearing on April 10, 1991. The committee recommended that the Senate pass it with changes. On May 7, 1991 the Senate voted to pass it with changes on a voice vote. On May 14, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 21, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 28, 1991, making it Chapter 196 of the session laws. It took effect on July 27, 1991.
