The Story

It was introduced on January 3, 1991 and referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on February 25, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 1, 1991. The committee recommended that the Senate pass it with changes. On May 7, 1991 the Senate voted to lay it on the table on a voice vote. On May 7, 1991 the Senate voted to pass it with changes on a voice vote. On May 14, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 15, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 5, 1991 to try to settle the differences between the two chambers' versions of the bill.
