The Story
It was introduced on January 3, 1991 and referred to the House Judiciary committee. The committee held a public hearing on February 13, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 13–1, and the report was placed on the consent calendar. On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 24, 1991. The committee recommended that the Senate pass it with changes. On May 9, 1991 the Senate voted to pass it with changes on a voice vote. On May 21, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 28, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 227 of the session laws. It took effect on June 10, 1991.
