The Story

It was introduced on January 3, 1991 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 21, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 13–1. On March 7, 1991 the House adopted “Special Order to 03/13/1991” on a voice vote. On March 13, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 1991 and was referred to the Senate Executive Departments committee. The committee held a public hearing on April 16, 1991. The committee recommended that the Senate pass it with changes. On May 16, 1991 the Senate voted to pass it with changes on a voice vote. On May 21, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 28, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 20, 1991. These correct technical errors found after passage. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 361 of the session laws.
