The Story
It was introduced on March 13, 1991 and referred to the House Appropriations committee. The majority of the committee recommended that the House pass it with changes by a vote of 11–7. On April 11, 1991 the House voted to pass it with changes on a roll call 216–144. It crossed to the Senate and was referred to the Senate Finance committee. The committee held a public hearing on May 1, 1991. The committee recommended that the Senate pass it with changes. On May 29, 1991 the Senate voted to pass it with changes on a voice vote. On May 29, 1991 the House voted to reject the other chamber's changes. On May 29, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 5, 1991, June 6, 1991, June 10, 1991 and June 18, 1991 to try to settle the differences between the two chambers' versions of the bill. On June 26, 1991 the Senate adopted “Conference Committee Report” on a roll call 19–3. On June 27, 1991 the House adopted “Conference Committee Report” on a roll call 259–90. The bill was enrolled on June 27, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 28, 1991, making it Chapter 312 of the session laws. It took effect on June 30, 1991.
