The Story
It was introduced on January 3, 1991 and referred to the House Environment and Agriculture committee. The committee held a public hearing on February 22, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On March 7, 1991 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on March 13, 1991. The committee voted unanimously, 20–0, to recommend that the House pass it. On April 9, 1991 the House voted to pass it on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Environment committee. The committee held a public hearing on May 8, 1991. The committee recommended that the Senate pass it. On May 16, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on June 12, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 20, 1991, making it Chapter 289 of the session laws. It took effect on July 1, 1991.
