The Story
It was introduced on January 3, 1991 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 29, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar. On March 6, 1991 the House voted to pass it with changes. It crossed to the Senate on March 7, 1991 and was referred to the Senate Environment committee. The committee held a public hearing on March 27, 1991. The committee recommended that the Senate pass it. On May 16, 1991 the Senate voted to pass it with changes on a voice vote. On May 21, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 21, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 20, 1991. These correct technical errors found after passage. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 360 of the session laws. It took effect on July 2, 1991.
