The Story

It was introduced on January 3, 1991 and referred to the House Judiciary committee. The committee held a public hearing on January 30, 1991. The majority of the committee recommended that the House pass it unanimously, 18–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it. It crossed to the Senate on March 28, 1991 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 17, 1991. The committee recommended that the Senate pass it with changes. On April 25, 1991 the Senate voted to pass it with changes on a voice vote. On May 9, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 16, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 27, 1991, making it Chapter 159 of the session laws. It took effect on July 1, 1991.
