The Story
It was introduced on January 3, 1991 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 31, 1991. The majority of the committee recommended that the House pass it by a vote of 10–4. On February 21, 1991 the House adopted “Special Order to 03/05/1991” on a voice vote. On March 5, 1991 the House voted to pass it on a voice vote. It crossed to the Senate on March 7, 1991 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 21, 1991. The committee recommended that the Senate pass it. On April 18, 1991 the Senate voted to lay it on the table on a voice vote. On April 25, 1991 the Senate adopted “Take from Table” on a voice vote. On April 25, 1991 the Senate voted to pass it with changes on a voice vote. On May 9, 1991 the House voted to reject the other chamber's changes on a voice vote. On May 15, 1991 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 11, 1991 the Senate adopted “Conference Committee Report” on a voice vote. On June 12, 1991 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 13, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 28, 1991, making it Chapter 315 of the session laws. It took effect on August 27, 1991.
