The Story

It was introduced on January 3, 1991 and referred to the House Public Protection and Veterans Affairs committee. The committee held a public hearing on January 23, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 10–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to pass it with changes. It crossed to the Senate on March 28, 1991 and was referred to the Senate Executive Departments committee. The committee held a public hearing on April 23, 1991. On May 15, 1991 the Senate adopted “Suspend Rules to consider”, on a motion by Sen. Fraser. On May 15, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on May 21, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 27, 1991, making it Chapter 157 of the session laws. It took effect on May 27, 1991.
