The Story
It was introduced on January 3, 1991 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 23, 1991. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. On February 5, 1991 the House voted to pass it. It crossed to the Senate on March 5, 1991 and was referred to the Senate Executive Departments committee. The committee held a public hearing on March 19, 1991. The committee recommended that the Senate pass it. On April 9, 1991 the Senate voted to pass it on a voice vote. The bill was enrolled on April 16, 1991 — the final check of the text before it goes to the governor. The governor signed it on April 19, 1991, making it Chapter 10 of the session laws. It took effect on June 18, 1991.
