The Story

It was introduced on January 3, 1991 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 23, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On February 13, 1991 the House voted to pass it with changes, then referred it on to the House Appropriations committee. The committee held a public hearing on March 7, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 21–0. On April 2, 1991 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1991 and was referred to the Senate Environment committee. The committee held a public hearing on May 8, 1991. The committee recommended that the Senate pass it with changes. On May 16, 1991 the Senate voted to pass it with changes on a voice vote. On May 21, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 12, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 20, 1991, making it Chapter 287 of the session laws. It took effect on August 19, 1991.
