The Story

It was introduced on January 3, 1990 and referred to the Senate Public Affairs committee. The committee held a public hearing on January 12, 1990. The committee recommended that the Senate pass it. On January 18, 1990 the Senate voted to pass it. It crossed to the House on January 25, 1990 and was referred to the House Public Works committee. The committee held a public hearing on February 6, 1990. The majority of the committee recommended that the House pass it by a vote of 12–3, and the report was placed on the consent calendar. On February 13, 1990 the House voted to adopt it. The bill was enrolled on March 6, 1990 — the final check of the text before it goes to the governor. The governor signed it on March 13, 1990, making it Chapter 11 of the session laws.
