The Story

It was introduced on January 3, 1990 and referred to the Senate Judiciary committee. The committee held public hearings on January 10, 1990, January 17, 1990 and January 31, 1990. The committee recommended that the Senate pass it. On February 8, 1990 the Senate voted to pass it. It crossed to the House on February 14, 1990 and was referred to the House Judiciary committee. The committee held a public hearing on March 7, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 27, 1990. On March 27, 1990 the House voted to pass it with changes on a voice vote. On April 10, 1990 the Senate voted to reject the other chamber's changes. On April 11, 1990 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. On April 19, 1990 the Senate adopted “Conference Committee Report”. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 241 of the session laws. It took effect on May 27, 1990.
