The Story
It was introduced on January 3, 1990 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on January 15, 1990. The committee recommended that the Senate pass it with changes. On January 18, 1990 the Senate voted to lay it on the table. On February 1, 1990 the Senate adopted “Take from Table”. The committee's amendment () was adopted on a division vote on February 1, 1990, changing the text of the bill. A floor amendment () was adopted on February 1, 1990, changing the text of the bill. On February 1, 1990 the Senate voted to pass it with changes. It crossed to the House on February 14, 1990 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on March 8, 1990. The committee held a work session on March 21, 1990. The majority of the committee recommended that the House pass it with changes by a vote of 13–1. On April 3, 1990 the House voted to pass it with changes on a roll call 284–59. On April 10, 1990 the Senate voted to agree to the other chamber's changes. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 236 of the session laws. It took effect on January 1, 1991.
