The Story
It was introduced on January 3, 1990 and referred to the Senate Executive Departments committee. The committee held a public hearing on January 10, 1990. The committee recommended that the Senate pass it. On January 16, 1990 the Senate voted to pass it. It crossed to the House on January 18, 1990 and was referred to the House Regulated Revenues committee. The committee held a public hearing on February 1, 1990. The committee met in executive session on March 15, 1990 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes by a vote of 12–2. On April 12, 1990 the House voted to pass it with changes on a voice vote. On April 12, 1990 the Senate voted to reject the other chamber's changes. On April 12, 1990 the House adopted “Accede to Request for Committee of Conference”. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. On April 19, 1990 the Senate adopted “Conference Committee Report”. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 27, 1990, making it Chapter 235 of the session laws. It took effect on June 26, 1990.
