The Story

The committee recommended that the Senate pass it with changes. The committee's amendment () was rejected on January 30, 1990. A floor amendment () was adopted on January 30, 1990, changing the text of the bill. On January 30, 1990 the Senate voted to pass it with changes. It crossed to the House on February 1, 1990 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 13, 1990. The majority of the committee recommended that the House pass it unanimously, 10–0, and the report was placed on the consent calendar. On March 27, 1990 the House voted to pass it. The bill was enrolled on April 10, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 13, 1990, making it Chapter 113 of the session laws. It took effect on April 13, 1990.
