The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On March 27, 1990 the House voted to pass it with changes, then referred it on to the House Appropriations committee. On March 27, 1990 the House adopted “Suspend Rules for hearing”, on a motion by Rep. Kidder. The committee held a public hearing on March 29, 1990. The majority of the committee recommended that the House pass it with changes unanimously, 19–0. On April 10, 1990 the House voted to pass it with changes on a voice vote. On April 12, 1990 the Senate voted to reject the other chamber's changes. On April 12, 1990 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 17, 1990 to try to settle the differences between the two chambers' versions of the bill. On April 19, 1990 the Senate adopted “Accede to Request for Committee of Conference”. On April 19, 1990 the House adopted “Suspend Rules for new conf comm report”, on a motion by Rep. Gross. On April 19, 1990 the House adopted “Conference Committee Report” on a voice vote. On April 19, 1990 the Senate adopted “Conference Committee Report”. An enrolled bill amendment () was adopted on April 19, 1990. These correct technical errors found after passage. The bill was enrolled on April 19, 1990 — the final check of the text before it goes to the governor. The governor signed it on April 28, 1990, making it Chapter 273 of the session laws. It took effect on April 28, 1990.
